The Philippine Statistics Authority (PSA), in partnership with the Provincial Government of Camarines Sur, officially held the Data Turnover Ceremony for the 2024 Community-Based Monitoring System (CBMS) on October 10, 2025 at the Digital Transformation Center, Capitol Complex.
The event was attended by Governor Luis Raymund “Lray” Villafuerte, Vice Governor Salvio Fortuno Jr., Engineer Cynthia L. Perdiz, CESO V of the PSA Regional Statistical Services Office V, Raul Aspe Jr., Chief Statistical Specialist of PSA CamSur, Lino Boncodin Jr., Program Manager from the Department of the Interior and Local Government, Christine Joy Botin, representative from the Department of Information and Communications Technology, City and Municipal Mayors, Municipal Planning and Development Coordinators, designated Data Protection Officers, Municipal Statisticians, CBMS focal persons, and other guests.
In his speech, Governor Villafuerte underscored the transformative potential of the CBMS and its essence to the community, saying, “CBMS data turnover is more than just a handover of statistics, it is a handover of power because, as I always say, knowledge and information are power. And when used responsibly, this power can truly transform lives and communities.”
He further emphasized that the CBMS is a vital tool that will help guide the governance and development agenda in Camarines Sur. “With accurate and updated household-level data, we can better identify who needs help, where to focus our resources, and how to design policies that are truly inclusive and effective. This will also be used to drive growth, shape evidence-based decisions, and strengthen various programs.”
The CBMS also plays a pivotal role in localizing the country’s Sustainable Development Goals. The local data generated provides baseline conditions for the communities, helping LGUs identify the underlying needs.
During the ceremony, Engineer Perdiz presented the highlights of the 2024 CBMS results, which included various household and barangay-level statistics and datasets. The data derived from the 2024 CBMS provides 22 indicators for 11 out of the 17 SDGs, which will be instrumental for LGUs in designing inclusive and targeted development programs.
This was followed by the signing of the Data Turnover Agreement between the PSA and the P/LGUs, formally transferring the data while adhering to terms, confidentiality, and data security measures. Each of them also gave an acceptance message subsequently.
Through the CBMS, the Provincial Government can create developmental programs and priorities in areas such as poverty reduction and social protection, health and nutrition program enhancement, education access improvement, agriculture and food security, DRRM and climate resilience, infrastructure and connectivity, housing and human settlements, and local governance and digital transformation. The new data is expected to help eliminate duplication of services and ensure that resources are targeted only to those who need them.
Pili Municipal Mayor Marivic Solano extended her gratitude as one of the recipients of the CBMS. “Enot, sobrang salamat sa PSA [sa pagtao kan CBMS] kasi importanteng maray an data. Diyan kami makua nin data para sa mga konstituentes ta sa 26 barangays kan Pili. Salamat po sa liderato ni Governor Lray dahil primero po sa parte ko bilang baguhan na alkalde, makakapotan mi po, yaon an kumpletong CBMS. Kaya dakula pong pasalamat kan banwaan nin Pili. Through the CBMS, the Provincial Government aims to alleviate poverty at the city, municipal, and barangay levels, thereby empowering communities and supporting inclusive development for the benefit of many.
