Why do we need R.A. 11032?

R.A. 11032 is essential to eliminate the bureaucratic red tape that hampers economic growth and frustrates citizens. By simplifying government procedures, enforcing strict processing timelines, and automating systems, it makes public service more transparent, accountable, and citizen-friendly, ultimately driving local investments and public trust.

The 3-7-20 Rule

Strict timeline limits: 3 days for simple transactions, 7 days for complex operations, and 20 days for highly technical applications.

Zero-Contact Policy

Except during preliminary submission and payment of fees, no government officer shall interact with an applicant to completely prevent bribery opportunities.

Automatic Approval

Applications with complete requirements and proof of payment not acted upon within the prescribed processing time are deemed automatically approved or renewed.

Streamlined Capitol Procedures

Implementation of unified application forms, establishment of a Capitol One-Stop Shop (BOSS), and automation of provincial clearances, permits, and endorsements.
