The Provincial Government of Camarines Sur, led by Governor Lray Villafuerte, and the Department of Agriculture Bicol, together with key national agencies, signed a Memorandum of Agreement (MOA) for the Integrated Rice Recovery and Rural Agro-Industrial Development Program. This initiative aims to address the effects of natural disasters and the long-term use of inorganic inputs, which have caused soil degradation, unstable harvests, and financial hardship among local farmers.

The program brings together multiple government agencies, including the DA as the co-lead, DSWD, NIA, DAR, CDA, DOLE, PCIC, TESDA, and various LGUs, each contributing technical, financial, and institutional support. This convergence approach ensures coordinated implementation and efficient use of resources.

The project will initially cover 3,000 hectares across eight rice-producing municipalities: Minalabac, San Fernando, Milaor, Pamplona, Pasacao, Gainza, Bula, and Pili. It aims to strengthen farmer income, promote rural enterprise, and build long-term food security and economic resilience in Camarines Sur.

“Saro po ini sa dakulang tabang sa samuya na nahiling ming pwedeng makapagtao nin dakulang kaginhawaan kan samuyang mga paraoma. Dahil po digdi, tinawanan na po kami nin pondo na panggastos sa samuyang uma," shared Wilfredo Pilapil, one of the beneficiaries.

From the Iconic Capitol Building to healthcare facilities, schools, green public parks, and a dynamic trade and entertainment hub, every element is 𝗱𝗲𝘀𝗶𝗴𝗻𝗲𝗱 𝘁𝗼 𝗯𝘂𝗶𝗹𝗱 𝗮 𝗺𝗼𝗿𝗲 𝗶𝗻𝗰𝗹𝘂𝘀𝗶𝘃𝗲, 𝗮𝗰𝗰𝗲𝘀𝘀𝗶𝗯𝗹𝗲, 𝗮𝗻𝗱 𝗳𝘂𝘁𝘂𝗿𝗲-𝗿𝗲𝗮𝗱𝘆 𝗽𝗿𝗼𝘃𝗶𝗻𝗰𝗲.

While change can be challenging, it is through 𝘁𝗵𝗼𝘂𝗴𝗵𝘁𝗳𝘂𝗹 𝗮𝗻𝗱 𝘀𝘁𝗿𝗮𝘁𝗲𝗴𝗶𝗰 𝗱𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 that we are able to respond to the growing needs of our communities—strengthening our economy, improving public services, and opening more doors for livelihoods.

We remain steadfast in our responsibility to move Camarines Sur forward with purpose and care, ensuring that progress is felt across every sector and every community.

CamSur Uptown is not just about today—it is about 𝘀𝗲𝗰𝘂𝗿𝗶𝗻𝗴 𝗮 𝗯𝗲𝘁𝘁𝗲𝗿 𝘁𝗼𝗺𝗼𝗿𝗿𝗼𝘄 𝗳𝗼𝗿 𝗮𝗹𝗹.

Dahil sa gitna ng pinakamadilim na panahon—

mas kailangan ang liwanag.

Ganun din ngayon.

Ang Kaogma ay hindi lang selebrasyon.

Ito ay kabuhayan ng libo-libong maliliit na negosyante

Ito ay pagkakataon para sa artists, performers, designers

Ito ay pag-asa at outlet para sa ating kabataan

Ito ay economic stimulus para sa buong probinsya

At tandaan natin:

Ang mga artista, performers, suppliers — nakakontrata na at bayad na

Ang pagkansela ay hindi lang pagkawala ng saya—

ito ay legal na obligasyon at posibleng mas malaking gastos at kawalan sa gobyerno

Pero higit sa lahat…

Isipin natin ang libo-libong kabataan…

Mga nangangarap… naghahanda… umaasa…

Tapos biglang mawawala?

Hindi lang pera ang mawawala—

pati pangarap. Pati pag-asa.

Sa panahon ng krisis…

hindi natin pwedeng alisin ang liwanag.

Hindi luho. Pag-asa.
