CamSur declares state of calamity amid rising dengue cases, convenes Dengue Command Conference

The province of Camarines Sur has been placed under a state of calamity due to the rising number of dengue cases, Governor Lray Villafuerte announced on September 28, 2026.

Governor Lray, who chairs the Provincial Disaster Risk Reduction and Management Council (PDRRMC), said the declaration will allow the Provincial Government and all Local Government Units (LGUs) to access calamity funds for dengue prevention and response. He urged all municipalities to maximize their resources against the outbreak.

CamSur is the second province in Bicol to be placed under a state of calamity because of dengue, after Albay on September 10.  

The announcement was made during a Dengue Command Conference convened by the Provincial Government, through the Provincial Health Office (PHO), at the Digital Transformation Center, Capitol Complex, Pili, to assess the province’s dengue situation.

Attendees included local chief executives, local DRRMOs, municipal/city health officers, representatives from the Department of Health, Bicol Medical Center, national government agencies, non-government organizations, and the private sector, among others. 

As of September 24, CamSur has recorded 1,233 confirmed dengue cases and 18 reported deaths. The majority of these cases originated from Bato, Nabua, and Pili, which currently hold the highest number of reported infections. For five consecutive weeks, from August 23 to September 24, PHO records show that dengue cases stayed above the epidemic threshold.

During the conference, Governor Lray outlined the comprehensive measures being implemented at the provincial level. 

"We are mobilizing our resources. We have directed our PHO and PDRRMC to strengthen surveillance, enhance spot monitoring, prepare hospitals for possible surges, determine bed and emergency capacity, strengthen referral coordination, preposition needed supplies and resources, and ensure na ang bawat munisipyo, barangay na nangangailangan ng asistensya ay tutulungan po natin sa abot ng ating kakayahan."

The Provincial Government has also issued a memorandum directing local governments and barangays to identify and eliminate breeding sites, conduct household checks, and respond to dengue hotspots.

Other key resolutions highlighted during the conference include intensifying public information drives, organizing school clean-up initiatives through Food for Work program, conducting larvae site inspections and disinfection, and partnering with BMC and the Red Cross for community bloodletting activities to ensure an adequate blood supply for dengue patients. 

Emphasizing a whole-of-community approach, the Governor added, "Our objective is clear: malinaw. Find and destroy breeding sites, identify cases early, refer patients promptly, protect our children and families, and prevent more deaths. And with everyone's cooperation, we will continue working until we bring these dengue cases down." 

The Provincial Government reminds everyone that public health begins at home, urging communities to remain vigilant, intensify search and destroy strategy, practice the Alas Kwatro Kontra Mosquito and 4Ts (taob, taktak, tuyo, takip), and work hand in hand to keep Camarines Sur safe.
