Camarines Sur Governor Luis Raymund “Lray” F. Villafuerte Jr. has been officially conferred the national distinction of the Philippines’ Top-Performing and Most Trusted Governor by RPMD Foundation Inc., together with its media partners iSTORYA News and 1NewsPH on September 16, 2026 at the Digital Transformation Center, Capitol Complex in Cadlan, Pili, Camarines Sur.

The award, presented along with the coveted Flame of Excellence Trophy, recognizes Governor Lray’s distinguished leadership, transformative governance, exceptional public service, and unwavering social credibility.

Governor Lray’s path to the top national title began with high marks from his own constituents for job performance and public trust. After placing first among governors in the Bicol region, he qualified for RPMD’s national evaluation.

Under RPMD’s evaluation framework, only top-ranked regional leaders advance to a rigorous nationwide reassessment, where their performance and public confidence are benchmarked against those of leading provincial executives across the country. Following this multi-stage evaluation, Governor Lray emerged as the nation’s top provincial chief executive.

The recognition highlights Governor Lray’s strategic vision, decisive leadership, and proven ability to turn bold initiatives into tangible progress. His leadership prioritizes key pillars of progress, including advancing digital transformation and smart infrastructure, promoting environmental sustainability through large-scale green initiatives, expanding agricultural support, elevating sports tourism, and strengthening healthcare and educational opportunities across the province.

At the core of his brand of leadership is his philosophy of “Aksyon, Hindi Salita”—a steadfast commitment to action over rhetoric and to fast, results-driven governance. His administration operates under the bold vision that true progress is measured by swift execution and delivered outcomes rather than mere promises. In honor of his achievements, Governor Lray was awarded the Flame of Excellence Trophy, an original masterpiece crafted by world-renowned Filipino sculptor Michael Cacnio. Its rising flame design symbolizes leadership that illuminates, inspires, and endures, reflecting integrity, public trust, and steadfast public service.

The Top-Performing and Most Trusted Governor rating is a recurring distinction awarded by the RP-Mission and Development Foundation Inc. The foundation positions its non-commissioned surveys as a benchmark for public accountability and governance enhancement across Philippine local government units.
