The Provincial Government of Camarines Sur received a major boost in its drive for inclusive growth and investment generation following the approval of its application for the development, management, and operation of the CamSur Uptown Special Economic Zone by the Philippine Economic Zone Authority (PEZA).
The approval was granted through PEZA Board Resolution No. 26-003 issued on January 23, 2026, clearing the way for the establishment of the said Special Economic Zone in Pili, Camarines Sur.
Governor Luis Raymund “LRay” Villafuerte Jr. welcomed this development, saying that the approval will create more opportunities for the CamSureños.
“This strengthens CamSur’s position as an emerging location for business and economic activity outside Metro Manila. More than an approval on paper, it is a vote of confidence in our long-term vision for our province,” furthered Governor Villafuerte.
The CamSur Uptown is envisioned as the province’s future center of governance, commerce, technology, and culture. It will house offices and mixed-use buildings, hotels and resorts, residential spaces, a hospital, a digital campus, a lifestyle hub and mall, and logistics facilities. At its core is the Iconic Capitol Building, now nearing completion.
With this approval, the province is expected to attract new locators in information technology, business process management, and other PEZA-eligible industries. This, in turn, will translate into more employment opportunities, increased economic activity, and enhanced support services for surrounding communities.
Aside from the CamSur Uptown Special Economic Zone, Camarines Sur already hosts the first IT PEZA Zone managed by a local government unit, where the Sutherland Global Services is strategically located. For years, this IT PEZA Zone has been providing employment to more than 3,000 workers, largely from Camarines Sur and nearby areas.
The province is also home to the country’s first PEZA Tourism Economic Zone, where the Camsur Watersports Complex is located. This tourism ecozone includes hotels, a convention center, and sports and leisure facilities, contributing to both tourism growth and local employment.
