Danish firm CIP taps ACEN to develop PH’s largest offshore wind project in CamSur

Danish renewable energy firm Copenhagen Infrastructure Partners (CIP) is banking on the local expertise of ACEN to deliver the $3 billion, 1-gigawatt San Miguel Bay Offshore Wind Project, the country’s largest offshore wind project located in the province of Camarines Sur.

CIP underscored the importance of working with a strong local partner in advancing large-scale renewable energy developments in the Philippines. According to Rune Damgaard, CEO of Copenhagen Offshore Partners, while CIP brings global experience in offshore wind development, ACEN provides critical on-the-ground expertise and operational knowledge of the Philippine energy landscape.

The 1-GW San Miguel Bay Offshore Wind Project will cover approximately 23,307 hectares of offshore area in San Miguel Bay in Camarines Sur. Construction is targeted to begin by July this year, with commercial operations expected to begin by the third quarter of 2028.

Camarines Sur Governor Luis Raymund “Lray” Villafuerte, Jr. believes that once completed, the project will be a transformative milestone for CamSur, positioning the province as a leading renewable energy hub in the country. Beyond delivering clean and reliable power, it is expected to generate thousands of jobs, create new livelihood opportunities, stimulate local businesses, boost tourism, and increase provincial revenues, driving inclusive and sustainable economic growth.

The offshore wind project further strengthens Camarines Sur’s expanding renewable energy profile. The province already hosts several major clean energy developments, including the ₱2.8 billion 74-MW Calabanga Solar Power Plant by Nexif Ratch Energy (NRE). It is also set to welcome additional large-scale investments, such as NRE’s 500-MW near-shore wind project in San Miguel Bay valued at ₱90 billion, the 58.5-MW Libmanan Onshore Wind Project by Aboitiz Power with a total investment of ₱5 billion, and the 50-MW Bombon Onshore Wind Project by Citicore Energy worth ₱5.7 billion.

Together, these initiatives reinforce Camarines Sur’s emergence as one of the Philippines’ foremost centers for renewable energy investment, supporting the national transition to clean energy while delivering long-term socio-economic benefits to local communities.
