Camarines Sur is pioneering technical vocational education by integrating industry-leading standards into its flagship institutions, offering free TESDA-Accredited programs designed to meet the rigorous demands of emerging global markets.
Under the leadership of Governor Luis Raymund “LRay” Villafuerte, the Provincial Government has introduced strategic initiatives ensuring that CamSureños are not only employable but also equipped with the technical agility required to thrive in the digital-centric economy.
Through the Governor Mariano E. Villafuerte Community College (GMVCC) and the Southeast Asian Institute of Computer Technology (SEAICT), CamSur residents, particularly those at the grassroots level, gain access to free, hands-on training that paves the way for a globally-competitive workforce.
These flagship institutions currently offer comprehensive 3-year diploma programs in Automotive Technology, Mechanical Engineering Technology, Tourism Management, and Hotel Services and Restaurant Management.
These are further strengthened by specialized short courses, including Driving, Bookkeeping, Bread and Pastry Production, Front Office Services, Tourism Promotion, Events Management, Shielded Metal Arc Welding, Automotive Services, Motorcycle/Small Engine Servicing, Food and Beverage Services, Customer Service, Bartending, and Medical Transcriptionist.
This massive upskilling effort is essential to support the province’s groundbreaking initiatives and infrastructure, including Bicol’s first smart global city, CamSur Uptown, Veragon Manufacturing Hub, Mega Cold Storage Facility, and many other big-ticket priority projects of the province.
Graduates of these programs also earn national certifications and are consistently absorbed and recognized by top-tier tech firms, both locally and internationally.
By aligning human capital with these high-tech investments, the province ensures that economic growth is sustained by a highly skilled local workforce.
Complementing these academic and technical tracks, the Environment, Disaster Management, and Emergency Response Office (EDMERO) also offers specialized trainings in Emergency Medical Services (EMS) NC II.
As the first and only Training and Assessment Center for EMS NC II in the Bicol Region and South Luzon, EDMERO has already assessed and trained nearly 400 personnel from various government agencies, local government units, academic institutions, and other stakeholders across Camarines Sur and its nearby provinces.
Since its establishment, it has provided state-of-the-art and well-equipped training, and has recently expanded its course offerings to include EMS NC III, Pharmacy Services NC III, Driving NC II, Heavy Equipment Operator NC II, and Emergency Vehicle Operations Course (EVOC) NC II. These new courses are currently awaiting formal accreditation from TESDA.
By seamlessly integrating Tech-Voc education with emergency management, Camarines Sur prepares a workforce capable of protecting and sustaining economic gains. Facilitated by 9 qualified instructors and 7 assessors, these initiatives fortify the overall disaster preparedness framework of the Provincial Government and the Local DRRM Councils.
This holistic approach, driven by a commitment to world-class standards, establishes CamSur as a premier model for development where education, technology, and resilience converge to create a truly empowered and future-ready community.
