RPOC, PLGU CamSur strengthen community-based force multipliers through training on peace, security, and public safety

The Provincial Government of Camarines Sur, through its Environment, Disaster Management and Emergency Response Office (EDMERO), concluded the Regional Peace and Order Council (RPOC) Community Peace, Security, and Public Safety Training on August 6 to 10, 2026, at the Digital Transformation Center in Cadlan, Pili. 

The five-day training gathered 30 members from the Citizen Armed Force Geographical Unit (CAFGU) and CAFGU Active Auxiliary (CAA) from the 42IB, 9ID, Philippine Army, along with 30 Barangay Peacekeeping Action Team (BPAT) members and barangay councilors from the municipalities of Ocampo, Bula, Canaman, Milaor, and Pili. 

Resource speakers from EDMERO, the Philippine National Police (PNP), Philippine Army (PA), Bureau of Fire Protection (BFP), and Philippine Coast Guard (PCG) led the sessions throughout the training. 

Topics covered included the functions and responsibilities of Barangay Tanods, as well as Basic Life Support (BLS), with Hands-Only CPR, Foreign Body Airway Obstruction Management, Bleeding Control, Bandaging, and Splinting. 

Participants also studied Project M.A.R.I.K.A.S. (Maging Alisto, Rigmat Isip Kontra Abusong Sekswal), Katarungang Pambarangay, Republic Act No. 9165, human rights concepts and principles, community patrol procedures, and techniques for arresting, handcuffing, and disarming suspects, among other topics. 

CAA administration and management, nationalism and patriotism, and internal and external threats were also discussed. Participants further learned the basic concept of fire, basic responder skills, firefighting apparatus, tools, and equipment, emergency response procedures, and proper housekeeping practices. 

On the final day, the training closed with sessions on maritime safety, security, law enforcement, environmental protection, and disaster response. 

PCol Tyrone Razon Dotimas, Officer-in-Charge of the Camarines Sur Police Provincial Office (CSPPO), said in his message that peace and security depend on both effective law enforcement and the active participation of communities. He emphasized that the training reinforces the shared responsibility of every agency in building safer, more resilient, and more peaceful barangays. 

“The CSPPO, together with other agencies, will remain steadfast in strengthening our partnership with the RPOC, local government units, and other stakeholders in advancing our shared vision of a peaceful, secure, and progressive Camarines Sur,” Dotimas affirmed. 

Cpt. Aidan N. Sulapas (QMS), Logistics Officer/Signal Officer of the 9th Infantry Division, PA, underscored the importance of proper disaster preparedness and response training, particularly in the Bicol Region. He noted that CAAs already have knowledge and experience in handling disasters, but that this is not enough without proper, standardized training. 

“Thankful ako na may ganitong activity. Kasi ever since na-assign ako dito sa Bicol noong 2021, ngayon lang ako naka-encounter na may ganitong training pala. Hindi lang pang-in-house training 'yung Army. Maganda talaga ito na inter-agency na nagko-conduct ng training. Hopefully, continuous pa rin 'yung training na ito,” he said. 

Sulapas shared that the peace and security situation in Camarines Sur remains well under control, as infantry battalions and brigades continue their programs—particularly those supporting former rebels who wish to return to civilian life. 

Meanwhile, Francisco Baduya, 63, Chief Tanod of San Antonio, Milaor, said the training is important for tanods to deepen their knowledge of public security and community peace. 

Having served as tanod for three years, Baduya shared, "Okay man po ang experience ko ta diyan sa barangay mi bihira man po ang krimen na nagaganap. Drug-free po kami kaya ang feasibility magayon man po." 

The training reflects the continuing commitment of the Provincial Government and its partner agencies to strengthen community-based force multipliers and build safer, more resilient, and more peaceful barangays across the province.
