A Homecoming of Hope: Governor Lray Villafuerte ushers in a New Golden Era of Camarines Sur

Under the bright skies of a new chapter, the Fuerte CamSur Sport Complex stood proud as the venue of a historic and heartfelt event — the Inauguration and Oath-Taking Ceremony of newly elected provincial and municipal officials, led by the return of Luis Raymond “Lray” Villafuerte as Governor of Camarines Sur.

In front of an audience comprising elected officials, department heads, regional directors, and key government officials, Governor Lray delivered an inaugural address thatwas a declaration of purpose, faith, and future of the province. 

“I return as your Governor, not by chance nor by effort alone, but by divine grace,” Governor Lray began, drawing inspiration from Matthew 21:22, “If you believe, you will receive whatever you ask for in prayer.”

His voice, calm yet firm, carried the weight of experience and the passion of a visionary leader determined to continue transforming Camarines Sur. 

In his address, Governor Lray reminded everyone that this new chapter is not just a continuation of the past, but a launchpad for a future that’s already unfolding. 

“This is not just my victory. It is our victory — a victory made possible by unwavering unity and love for CamSur,” he declared.

Having previously served as Governor from 2004 to 2013, his administration brought game-changing projects, such as the CamSur Watersports Complex (CWC), the country’s first LGU-managed IT park, and the development of Caramoan as a tourist spot. His comeback now signals a renewed commitment to innovation, inclusion, and global competitiveness. 

Governor Lray laid out the compelling roadmap — one that is not based on wishful thinking, but on initiatives already taking shape.

  • A digitally-empowered CamSur – With AI labs, digital training hubs, and a School of the Future to future-proof CamSur students and workforce
  • Healthcare without borders – A new provincial medical center, more healthcare mobile vans, and municipal pharmacies under the Ka Fuerte Botika program
  • Education for all - More Governor Mariano Villafuerte Community College campuses, an expanded scholarship program, and the CamSur School for the Arts and Culture
  • Greener CamSur- A goal of planting 100 million trees by 2034 under the El Verde program, converting forestation into carbon credits 
  • Agri-Industrial Growth – With processing plants for coconut, fruits, vegetables, and rice for the benefit of CamSur farmers
  • A Global Gateway – The new Pili International Airport, alongside the ongoing development of a high-speed rail system linking Camarines Sur to Metro Manila. 
  • CamSur Uptown- A futuristic smart city with an Iconic Capitol building, tech parks, digital campuses, and green urban spaces already under development. 
  • Renewable Energy Capital- With over 8000 MW of approved clean energy projects, including the country’s largest offshore wind project in San Miguel Bay. 

 “These are not dreams. These are decisions. These are not plans — these are projects already moving,” he emphasized.

Meanwhile, 1st District Representative Hori Horibata, 2nd District Representative Luigi Villafuerte and 5th District Representative Migz Villafuerte also took their oaths of office and presided over the oath-taking of their respective districts.

The ceremony also marked the official oath-taking of elected provincial and municipal officials — a unified force ready to carry out a common mission of inclusive growth and good governance. The atmosphere at the Fuerte CamSur Sport Complex was not only ceremonial but deeply symbolic of the province’s strength, resolve, and unity. 

As the ceremony ended, one message rang loud and clear: this is not just the beginning of a new administration — it is the dawn of a new era for Camarines Sur.
