With the theme, “Bawat Kawani, Lingkod Bayani: Puso, Dangal, at Galing para sa Bayan,” the Civil Service Commission (CSC) Camarines Sur Field Office and the Provincial Government of Camarines Sur celebrated the 125th Philippine Civil Service Anniversary (PCSA) on September 5, 2025, at the Fuerte CamSur Sports Complex.
The event highlighted the vital contributions, dedication, and integrity of civil servants in delivering quality public service across the province. Sixty-eight agencies under the CSC CamSur's jurisdiction attended the event, including State Universities and Colleges (SUCs), Government-Owned or Controlled Corporations (GOCCs), Non-Government Agencies (NGAs), and Local Government Units (LGUs).
The celebration was graced by Vice Governor Sal Fortuno Jr., Provincial Director Ray Caceres of the Department of the Interior and Local Government, Provincial Fire Marshall Attorney Hyacinth Grageda-Mirable of the Bureau of Fire Protection, and Mr. Beethoven Joy Nachor, President of Council of Human Resource Management Officers and Practitioners in Camarines Sur, Inc. (CGHRMOPCS).
Governor Lray Villafuerte also extended his appreciation to the Civil Service Commission through a message delivered by Vice Governor Fortuno. In the speech, he said, “It is my honor to commend and recognize the CSC, the very agency that has been nurturing, protecting, and guiding our civil servants. You are our partner in ensuring that the ideals of puso, dangal, at galing are institutionalized in our government. Your work has been invaluable in upholding the rules and standards that keep our government services professional.”
Moreover, he said, “On behalf of the Provincial Government of CamSur, I convey our full support to the endeavors of the CSC. We will continue to uphold all policies that protect the integrity of the civil service. We will strive to be a model province in terms of good governance and HR excellence, so that together with the CSC, we will raise the bar of public service in Bicol. Together, we will create a bureaucracy that our people can truly trust and be proud of.”
A series of activities officially kicked off the celebration, featuring a Zumba fitness program, motorcade, thanksgiving mass, games and entertainment, and a short launch program. Following its kickoff, a wellness program through a Fun Run activity was also held on September 7, 2025.
CSC Adviser, Director II Ma. Dolores Salud, also emphasized that civil servants have the privilege of making a meaningful difference in people’s lives and leaving a lasting impact on society.
Among the public servants who joined the celebration is 27-year-old Kae Linzi Bismonte, Administrative Officer II under Human Resource Management Section of the Bicol Medical Center. For her, “It is always a privilege that we celebrate yearly the Philippine Civil Service Anniversary, especially for public servants like us. As we celebrate this momentous occasion, we honor the important role we play in the government and in our nation. From our small role in our respective agencies, it becomes our contribution to a bigger picture of service for the whole Philippines.”
Bismonte also stressed their contribution as public servants to the health sector, saying, “At BMC, we prioritize quality health services for our constituents. We’re also highlighting that BMC is already at par with institutions in bigger cities like NCR. It is always our vision to keep pace with them, so Bicolanos no longer need to travel far in order to cater their health concerns,” she added.
PCSA is celebrated in commemoration of the establishment of the Philippine Civil Service by virtue of Public Law No. 5 or an Act for the Establishment and Maintenance of an Efficient and Honest Civil Service in the Philippine Islands in September 1900.
