Camarines Sur Governor Luis Raymund “Lray” F. Villafuerte Jr. has been recognized as one of the Outstanding Public Servant in the recent “Boses ng Bayan” survey conducted by the RP- Mission and Development Foundation Inc. (RPMD).
The RPMD is a non-government organization in the Philippines that conducts independent and non-commissioned nationwide survey, aptly named “Boses ng Bayan,” to assess public servants based on “honesty, transparency, responsiveness, and effectiveness in delivering vital services.”
Garnering an 86% trust rating and an 88% performance rating, Governor Lray achieved an impressive 87% Governance Index. This recognition stands as a testament to his unwavering commitment to good governance, transparency, and responsive leadership that effectively addresses the needs of his constituents.
In an awarding ceremony held at the Digital Transformation Center, Cadlan, Pili, Camarines Sur, on September 16, 2025, Governor Lray expressed, “Ang award na ‘to ay hindi lang recognition, this will serve as an inspiration and reminder na dapat lalo pa natin galingan, dapat lalo pa tayong magpursige. Maraming issues sa gobyerno ngayon, so dapat lalo pa tayong maging transparent [at] accountable. But more than that, as I said in my inaugural speech, CamSur will be the spark that will light the nation.”
The RPMD Outstanding Public Servant Award is given to a public servant who has shown honor, courage, bravery, and exemplary contributions to public service. The award’s trophy is not merely a token — it serves as a symbol of excellence and distinction in leadership.
“We will do in three years what others cannot do in nine years. Maniwala kayo. Ilagay n’yo sa isip at puso [n’yo],” he added affirming that CamSur will make a great advancement under his leadership.
Throughout his leadership, the Governor has consistently championed initiatives that boost local development—from advancing infrastructure, healthcare, and tourism to promoting education and livelihood opportunities. His steadfast commitment to the public continues to inspire trust and confidence, making Camarines Sur a model of progress and resiliency.
This milestone is a collective victory for the people of Camarines Sur. The Provincial Government celebrates this achievement with great pride and honor. As the Governor said, “Keep the faith, believe, and it will happen.”
