In response to the widespread devastation brought by Typhoon #OpongPH, the Camarines Sur Provincial Disaster Risk Reduction and Management Council (PDRRMC) deployed a 131-member multidisciplinary response team to the province of Masbate on September 27, 2025, to support humanitarian and recovery operations under the directives of Governor Luis Raymund “Lray” Villafuerte. The response team is comprised of members from the Provincial Government of Camarines Sur, Philippine Army, Philippine National Police, Bureau of Fire Protection, and Philippine Coast Guard.
Clearing teams equipped with chainsaws were mobilized to reopen major and secondary roads obstructed by fallen trees and debris. These operations successfully restored access to critical areas in Masbate City and Aroroy, enabling faster delivery of relief goods and facilitating the movement of emergency vehicles. Alongside these efforts, CamSur PDRRMC personnel assisted in distributing DSWD relief packages, ensuring that essential aid reached displaced families, including those residing in remote and isolated barangays.
The Provincial Health Office of Camarines Sur spearheaded extensive medical and dental missions through its Women’s Wellness on Wheels, Express Lab on Wheels, and Dental on Wheels. Residents received free consultations, diagnostic services, dental treatments, and maintenance medicines, addressing both immediate and long-term health concerns. Licensed doctors, nurses, and medical technologists worked tirelessly on-site to deliver accessible healthcare to communities that had lost access to clinics and hospitals during the typhoon.
“Kailangan na kailangan namin ito lalo na kakadaan lang ng bagyo. Marami sa amin ang nangangailangan ng tulong sa kalusugan. Kaya bilib ako sa Provincial Government of CamSur sa pagkakaroon ng ganitong kagamitan. Maraming salamat, CamSur,” said John Wendel Herala, a resident of Barangay Tinago, Aroroy.
In Aroroy, where local water systems were severely disrupted, the Veragon Air-to-Water System was deployed to produce clean and safe drinking water for affected households. This innovative technology provided a dependable water source for families struggling with water contamination and scarcity in the aftermath of the storm.
Meanwhile, the Ka Fuerte Kitchen on Wheels served freshly prepared meals to affected families in Barangay Nursery, Masbate City, with particular attention to children and the elderly, the most vulnerable members of the community. The mobile kitchen ensured that families received hot, nutritious food while recovery operations continued and access to local markets remained limited.
Masbate Governor Richard Kho extended his gratitude to the Provincial Government of Camarines Sur and Governor Villafuerte for their swift and comprehensive assistance.
“Sa probinsya ng CamSur at kay Governor Lray, maraming-maraming salamat po sa ipinadala ninyong tulong sa amin. Ang inyong tulong ay napakalaking ambag para sa mga Masbateño. Hindi po ito malilimutan ng Masbate,” Governor Kho expressed.
The CamSur PDRRMC is extending its operations in Masbate until October 12, 2025 to sustain ongoing relief, medical, and rehabilitation operations.
