As part of strengthening disaster resilience, the Provincial Government of Camarines Sur officially launched the Aksyon Kontra Baha Program and Green Embankment Initiative on March 5, 2026, in the municipality of Milaor—one of the province’s identified flood-prone “red zone” areas within the Bicol River Basin. The initiative supports the national government’s flood mitigation efforts by localizing solutions to protect vulnerable communities, safeguard livelihoods, and improve infrastructure against recurring flooding. 
During the launch, led by Governor Luis Raymund “Lray” Villafuerte together with Congressman Luigi Villafuerte, it was highlighted that a 5.6-kilometer flood mitigation zone has been identified for intervention due to its history of repeated flooding that significantly affects homes, livelihoods, and infrastructure.
To immediately address the situation, the province carried out dredging and desilting operations, clearing of clogged waterways and drainage systems, and the deployment of heavy equipment to improve water flow and prevent overflow. Complementing these efforts is the Green Embankment initiative, which focuses on planting trees and vegetation along riverbanks to prevent soil erosion, stabilize waterways, and promote long-term environmental sustainability.
“Ang pagtatanim po na ito ay malaking benepisyo, hindi lang po sa akin, kundi maging sa lahat ng mga taga Milaor,” shared Emely Lazano resident of Barangay Lipot, Milaor. Expressing her gratitude for the program that brings protection and hope to their community.
Through these combined efforts, the Provincial Government reaffirms its commitment to safeguarding every Camarinense. By integrating infrastructure development with nature-based solutions, the program aims to build safer, more resilient, and sustainable communities for the future.
